Problem: Another person on the computer can open and use the file but I cannot.

Solution: This is nothing more then simple permissions.  In OSX, users can not edit each others files by default.  So if you select the project file in the finder, hit (Command-I to bring up the file information) then change the permissions on the file so you have read and write access.
